    Form 4 – paper – individual… 360 days and counting. Seems like I’m on the high end of the timeline and graphs. Does anyone have any good information? Seems like there is no light at the end of this tunnel.

      whynot – Due to the government shutdown, only Forms 3 & 5 are being processed right now. Nothing is happening on Forms 1 & 4 until the government reopens. Sorry, but we’re all stuck right now.

        K3B, understood. Still only been 3 weeks of shutdown though. That would still leave me on the high end of things. I wasn’t expecting anything to come through right now for sure.

        K3B, can you tell us where you got that information? Others on this forum have called and been told that the examiners are working as “essential” employees. And what are forms 3 and 5? So far as I can see, there are only forms 1 and 4.

          Okay so I’m replying to my own inquiry. I just called the ATF and talked with a very nice guy (Justin). He said ALL examiners are furloughed during the shutdown. Bummer. Just thought I’d pass on the bad news.

          Form 3 is dealer to dealer. A Form 5 is used to transfer from an estate to beneficiary ($5) in the event of death of owner.

          FYI, if you don’t have a will, your NFA items are surrendered.

    Form 5 is also used to transfer to Govt Entities. Those would be what they are most likely working on, not the estate transfers.

    So, I may be way off here but… At what point does the shutdown become a constitutional issue? (Not that the NFA isn’t anyway!)

    If the shutdown goes on for months/years doesn’t that mean the government is infringing on our rights? If they can’t flat out ban these things and the process set up isn’t being funded, that’s pretty much a backdoor ban.

    Y’all see any merit to this line of thinking?

      At one point at the turn of the Century there was a marijuana stamp, you could buy at the Post Office. When Congress banned the substance, the stamps continued – I don’t remember the specific case, but SCOTUS ruled that the presence of a stamp does not override Congress’ ability to regulate and ban.

        What does being able to buy marijuana stamps after a ban was implemented have to do with their question about whether the indefinite government shutdown is an infringement itself?

        If the BATFE/FBI aren’t being funded, the shutdown is completely preventing the acquisition of all NFA related items during this period, essentially an outright ban on purchasing.

    Well, still waiting after my Nov 15 approval.

    Called on the Dec 18th, was told to submit a letter requesting a certified copy. Letter sent on Dec 19. Will update when it comes in.

    Still nothing at the dealer, they said they’d only mail the certified copy to me, the transferee. Will see how long this takes, and update when/if it comes through.

    And finally. Received the certified copy on 1/8/19, postmarked 1/4/19. Not sure if I’ll ever get the actual stamp (hope so, because seriously. I’m a stamp collecter, dagnabbit). Dealer was surprised I received the certified copy, but gladly made a copy of it (for their records, I guess?) 4473 to move it off his books to me and now I’ve got my slick new GM-45. Can’t wait to get it out in the woods. Good luck everyone, hopefully Washington can get on the ball and Congress can get back to work.

      Did you have some special circumstances involved or why was it delayed so long? It sounds like they lost it and once nudged by the congressman they searched and found it.

        i think thats what happened, lost in the shuffle. i would call and call and call and all i would get is that its in background check, ATF wasn’t any help. FBI wouldn’t talk to me at all when i would try and call them.

    I think I forgot to post my outcome here. I mailed my Form 4 in July 9th, they charged my card the 13th, I was approved November 29th, and had my stamp and my suppressor in hand around Christmas due to a mailing delay.

    Much quicker than I could have hoped for, I was expecting to wait until spring. I like this outcome better.

      Rick, I am very surprised to see you only wait under 5 months to get your Form 4 approved, I haven’t even seen anyone get approved at 6 months.
