In short, what the above link says is that if it is entered into the system, it will say pending. If you receive your package back BEFORE it is entered in the system (and is listed as pending) then you have never started the process, your package has no “place in line” and is simply treated as a new application and it begins anew….at the bottom of the pile.
Do not confuse the above situation with a package that has been entered into the system, is pending, then has been reviewed right prior to approval and a correctable administrative error is found……when that is returned for correction, you will keep your place in line and when the correction is returned the package will likely be approved shortly thereafter.
