I would guess “pending” date. Most forms submitted are in this status for the majority of the time. It means it is one of 200,000 forms sitting in a file box stacked up to the ceiling until they get to your portion of the backlog. Including the 41P rush, I expect the wait time to be pushed to 9-12 months.
If you submitted your form of November THIS YEAR, I’d feel pretty happy if you receive your stamp by November of NEXT YEAR. All of course, depending on the condition of the HP Act.
