I’m no legal expert, but it sounds like he went the long route. If he’s an FFL and it was a consignment, I’d think he should’ve been able to do a form 3 from him to your FFL/SOT, which would be a shorter wait. THEN you do the form 4. May be someone else who has experience in that situation can chime in. But that sounds like an extra form 4 to me.
