I am not so sure that the averages you are talking about doesn’t have to do with the rumor (maybe not a rumor) that the ATF put a lot of applications out to pasture on purpose. Basically the way I have heard it is that once an application is stale dated it can in no way help their review statistics…so they put them on the back burner and take care of newer applications first. Again this is just what I read I have no insight into the real process but it somewhat makes sense. Approving a newer application probably improves their stats more so than having a giant backlog of stale apps hurts their stats. Government bureaucracy at its best…which is why I can totally believe it.
