There is no longer a signature requirement. The requirement is that you just have to provide your CLEO a copy. It doesn’t say how. I mail it at the post office at the same time I mail off the fingerprint cards. They give me a receipt that shows the zip code that the fingerprint cards and CLEO letter are going to. That’s my proof. However, reality is that’s not really required. You can hand deliver it or send it some other way. The only way that it would ever be an issue is if you have some sort of criminal record and your CLEO claims he didn’t get it.
