Yes, good catch on the wording of the House refiling. However, I am basing my understanding of this on another thread, http://www.nfatracker.com/community/topic/how-many-stamps-will-need-to-be-paid-back-if-the-hearing-protection-act-passes/ where the author in that thread refers to the similar bill introduced in the Senate, which apparently refers only to the date of filing, which I believe is also in January of 2017. To become a law they will reconcile both bills so it is just a matter of individual judgement, at this point, of whether they leave in the original date of October 2015 as is worded in the House version or simply consider the date of refiling as per the Senate version.
